Telepathy from what source ?
I wasn't aware that it would matter—that telepathy functions differently depending on its source. But for the sake of this particular discussion, let's say it's the supernatural ability granted a monster using the Universal Monster Rules and which would appear under Languages in a monster's entry.

Universal monster ability Telepathy (Su) and spell Telepathic Bond are both clearly language independent.
Since the universal monster ability does not specify an action, it's a standard action to use it, though, which might make some language dependent effects useless.

No. No shared language is required, though the target must have a language.
The creature can mentally communicate with any other creature within a certain range (specified in the creature’s entry, usually 100 feet) that has a language.
Does telepathy fulfill the "shared language" requirement of language-dependent spells?
No. Language-dependent spells require you to actually speak. Tongues and truespeech work, though.

Here's the rule
Language-Dependent: A language-dependent spell uses intelligible language as a medium for communication. If the target cannot understand or hear what the caster of a language-dependent spell says, the spell has no effect, even if the target fails its saving throw.
