Pathfinder Adventure Path, Lost Omens, Rulebook, Starfinder Roleplaying Game Subscriber
Universal monster ability Telepathy (Su) and spell Telepathic Bond are both clearly language independent.
Since the universal monster ability does not specify an action, it's a standard action to use it, though, which might make some language dependent effects useless.

No. No shared language is required, though the target must have a language.

Language-Dependent: A language-dependent spell uses intelligible language as a medium for communication. If the target cannot understand or hear what the caster of a language-dependent spell says, the spell has no effect, even if the target fails its saving throw.
