Hey folks,
Being that I'm crafting a high level character for the first time, I'd like to see what other folks would do given the following parameters:
Level 15 Sorcerer ( Stormborn )
4d6 drop lowest
race - human
Lets see what yall come up with.
For me, my Stormborn's mercurial and short tempered...often getting in / out of trouble. Like - wind spirit.

4d6 drop lowest gives somewhat unpredictable results. You might rock the house; you might end up with Larry Lowstats. It does tend to give you at least one dump stat, so that's likely to be a thing. Dumping Wis would be consistent with your description above.
Leverage your bloodline by ferreting out sonic and electric spells with save DCs (there aren't a lot of them, to be sure) and consider piling on with SF: Evocation. Your 60' blindsense in fog is actually way better than it might seem at first glance -- take Quickened Obscuring Mist and other fogging spells, then throw them on yourself and on enemies, then blast hell out of them. In fact, there's your character concept: you fly around (Overland Flight is a bonus spell) in a cloud and blast hell out of people. Not subtle but who cares? You can also use your bonus feats to build a ray monkey if that's your thing.
Your 15th level power is one of the best -- it's great against multiple foes if you can set it up right, and it's also a great emergency escape. (You can flee up to 4,500 feet with this, assuming a base speed of 30'.)
