Are the spines also +1 for bashing purposes, or only when fired?

The description refers specifically to a fired spike, but +4430gp on a simple +1 shield seems a bit steep for a 3/day missile attack - I can easily see that also including 2,300gp for a general enhancement bonus on the spikes.

The shield specifically says that a fired spine has a +1 enhancement bonus. That makes it pretty clear that the shield only has an enhancement bonus when used to make a crossbow attack.
