Frequency of Random Encounters?

I can't find anything in Stolen Land that references how frequently one should roll random encounters. Is it there and I'm just missing it?

I pegged it at once per hex plus once per night spent camping in the open, with a 3-in-20 chance of encountering something. Is that reasonable?

The ruling would be on page 13 in KM #1.

Spoiler:

There’s a 5% chance of an encounter
occurring each time the PCs enter a hex, and a 15% chance
per day or night spent exploring or camping.

Something I spotted in RRR, also nowhere near the wandering monsters, that may come in handy for the next book.
