With Fly and Overland flight you are able to charge, but not run. But you can double move always. My math says 9mi/hr on overland flight, and 13.5mi/hr on fly.
Its very annoying how painfully slow fly and overland flight are... At minimum I'd think their speed should be double that.

Meh, standard military march is about 3.5~4 mi/hr. Overland Flight is more than double that and doesn't force you to deal with terrain. If you want to travel faster, use teleport.

They're based on taking single moves, for eight hours. Double moving is called "hustling", and it isn't something you can do long-term. For each hour you hustle past the first, you take a point of nonlethal damage, and become fatigued.
They're also rounded off for simplicity. Every ten feet of movement speed translates into one mile per hour. With the fly spell, you can travel at 6 mph, or 12 mph if you hustle. With overland flight, you can hustle without penalty at 8 mph.
