Are you allowed to start with cure light wounds potions at level 1 without finding them on a chronicle sheet?

Yes. Potions of first level spells, like cure light wounds, are always available for purchase.

Yes. The potion must also be brewed at caster level 1.

Potions of zero level spells are always available as well. To check if something is always available, it may be quicker to refer to the Guide to Organized Play.

Thank you for the fast answers guys. That's what I initially believed but the gm i talked to seemed to think healing potions were an exception.
