The group closes to me plays 1st and 3rd Sundays which puts their next game before Gen Con so what I am getting at is does new seasons reset or remove characters?
I hate to make a character then two weeks later have to make a new one (Unless the character died but that is different.).

Not at all; the only thing that may affect existing characters is that the Lantern Lodge and the Shadow Lodge factions are being removed, so characters in those factions get one (free) change to one of the 8 factions that are left.
I've got a character that's just bumbled his way to 7th level, after first being played in season 0.

Should I be concerned about level differences?
In what sense?
Your new character will only be able to play in low level adventures. This is referred to as the scenario's 'tier'. With a new character, you'll play at tier 1-5 or 1-7. What sub tier you play at (e.g. in a tier 105, 1-2 or 4-5) is dictated by the average party level (APL). Sometimes, the average level of the party is such that your character might find themselves in over their head, but not significantly so.

There are plenty of new players and experienced players that have low level characters. Every season, a certain number of low, mid, and high tier scenarios come out. If all the players who have been playing since the beginning only had high level characters, there would be scenarios they couldn't play. I highly recommend reading the Guide to Pathfinder Society Organized Play, which you can find here. The Guide is updated every six months and there is an update due out the beginning of Aug., make sure you download the update when it comes out to stay up to date with Organized Play. You'll also want to check out the Additional Resources page, here. It lists what is legal to use it Organized Play.
