Reaching 8th level as a Sylph Wizard (Air) - Fly skill

Rules Questions

I'm adjusting my character to 8th level which has pumped my Intelligence to 20 from 19. I suddenly find that I have, not just the 2+Int Bonus (7) skill points, but apparently a retroactive 7 skill points for the past 7 levels. So, 14 skill points all together on this 1 level.

Last level I went to 7th level and since I spent my 2nd thru 7th level Favored Class towards the +1/2 level in Air Supremacy, I can now cast Fly at will.

So... last level I put 2 points into Fly. Is there any limitation that prevents me (since those are retroactive skill points for levels when I couldn't fly) from putting 6 more points into Fly this level, taking it directly to 8?

Also, I have an 18 Dex, which gives me a +4 to my Fly skill, which if 8, creates a base of 12. Air Supremacy gives me another +4 (2 base, +1 every 5 levels, +2 effective Level from Favored Class). That's 16. I'm using the Lone Wolf Hero Lab, and that tells me I'm 19. Any idea where those extra 3 points are coming from? I thought maybe 1/2-level from the Fly spell, but that'd be 4 points, not 3. Trying to figure out what I missed...

You can always add skill ranks to any skill as long as the skill ranks do not exceed your level. So it is completely allowable to dump your extra skill points into Fly. In fact this is one of the only ways to get max ranks in Fly as it is one of those annoying skills that you actually need a means to fly in order to gain ranks in it.

If you put a rank into a class skill you gain a +3 bonus to that skill.

Ah, class skill (doh). Thanks boss. :P
