The rules specifically state that all bonded items are masterwork, including rings, amulets, and wands. Further, if lost or destroyed, the cost of replacement is 200 GP per level + the cost of masterwork. However, nowhere in the rules can I find the cost of masterwork rings, amulets, or wands.

Since the cost of masterwork is wrapped up in the price of items and a wand of a cantrip is only 187.5 GP, I would imagine that a masterwork wand must be less than that. For a home game, I'd probably rule 50 GP, but in PFS it will remain subject to table variation until the cost is spelled out.

The better question for consideration would be "Can a 1st level Wizard have a blank wand as arcane bonded item in PFS?" A logical would up would be "What would the replacement cost for for a MW ring, amulet or blank wand be on PFS?"

I would say if there is no masterwork version of the item then there is no masterwork cost. This would be an implicit rule. Attempting to make any other ruling than that requires making up rules that don't exist.
