A wizard in my campaign hit Lyrie Akenja in th Burnt Offerings module for 24 points of damage with a Scorching Ray. The rules say the following:

Attended (Held/Wielded etc.) Items: Unless the descriptive text for a spell (or attack) specifies otherwise, all items carried or worn by a creature are assumed to survive a magical attack. If a creature rolls a natural 1 on its saving throw against the effect, however, an exposed item is harmed (if the attack can harm objects).

Scorching Ray has no saving throw. So I am to assume since the 1 can not be rolled as there is no saving throw to make, no item carried by the target can be damage by such a spell?

Mostly correct. A touch spell aimed at a creature can not affect any items the creature is wearing or holding.
You can however target the spell at an item directly.
