Liberty's Edge

One of an eidolon’s attacks is capable of striking at foes at a distance. Pick one attack. The eidolon’s reach with that attack increases by 5 feet. Source: Advanced Player's Guide

thats the text. The question is the word Capable. So a reach weapon is always a reach weapon, so it gets a penalty at close range. Is that also true for this evolution.

Shadow Lodge

It says that your reach increases, but not that it becomes a reach weapon, so I'm pretty sure that you'd be able to attack as normal. With a reach weapon, you can't attack very well at close range because it is long and awkward and hard to maneuver up close. Since this is a natural attack, Your eidolon is able to use it easily, and it wouldn't be as bulky.
