Releasing the minis at the same time as the AP they relate to.
I seemed to remember them saying they weren't going to try that again (although I was clearly wrong).
No they did say that Shattered Star was quite problematic to sort out, and they didn't want to repeat that too soon. Obviously that didn't last...

The problem is that the APs often change in development and creatures/NPCs are cut or added after the minis have already been ordered, meaning that some encounters don't have minis and some minis end up being not as important a part of the AP as they were originally envisioned. If Paizo waits until the adventures and art are finished, then they can be sure that the sets match up to what's actually featured in the AP.

The first chapter is due out next month so a lot of the development for the entire AP is likely done. The first chapter and maybe the second are off to the printer already.
Meaning they have a good idea what the AP looks like and the AP will be fully published by January.
So a mini release in December works well. Erik has said that they have already seen minis from the next couple releases.
Can't wait for this.
