so one of the problems i see a lot of people have is that they have all this awesome mobility but there main damage requires them to stand still.

instead of changing flurry, why not give them a second mechanic?

Monk Agility: A monk can make a standard attack while moving, making the attack at any point during its move so long as its adjacent to its enemy and within reach. A monk can make its basic (non flurry) full attack while moving, so long as each attack of its full attack chain is on a different enemy. If there are less enemies then you have attacks in your full attack routine, you can use the remaining attacks on your last target providing you stop moving. This does not count as a charge.

So the monk could become a ultimate mobile skirmisher, keeping it at 8HD and 3/4 bab would make sense then also.

it would not be as potent as flurry of blows as its at your 3/4 bab and can only be one hit per target.

what do you think?
