its says....
"The battle herald cannot have more than one command in effect at a time."
and the bard says the same thing. Does this mean that a bard cannot perform two different performances at the same time, or that someone cannot benefit from two bardic musics from the same bard at the same time? My reading of the lingering performance feat tells me that you could start one performance, and then stop it and start another, and the listeners could benefit from both at the same time.
Am I correct?

I don't think that's what the feat says, from my reading. Note the bolded part below:
Lingering Performance
The effects of your bardic performance carry on, even after you have stopped performing.
Prerequisite: Bardic performance class feature.
Benefit: The bonuses and penalties from your bardic performance continue for 2 rounds after you cease performing. Any other requirement, such as range or specific conditions, must still be met for the effect to continue. If you begin a new bardic performance during this time, the effects of the previous performance immediately cease.
