Does Lore Seeker add +1 to the effective level of items created (like a wand)? For instance, I have a 2nd level Wizard with Lore Seeker (+1lvl for Magic Missle). He creates a wand of magic missles, does it shoot 1 or 2 missles?

No, you're not casting spells when you activate a spell trigger item like a wand.
Note also that you use the wand's caster level, not your own caster level, when you activate a wand. E.g. a level 5 wizard activating a caster level 1 wand of magic missiles would fire one missile, not three.
Not activating, I mean creating. The wand is created at my caster level, but is it the casting level of the spell, which is 3rd or my actual level which is 2nd.

Oh...I misread your question. Yes, I would say that a level 2 wizard with the Lore Seeker trait could craft a CL 3 scroll of magic missile.
