So, from looking at various threads, it seems that the +1 armor bonus from an armored kilt is added to the armor bonus of whatever armor the kilt is added to.
For example: Breastplate = +6 armor
Breastplate + armored kilt = +7 armor, and now it's heavy armor
Where is this stated? I don't see it in the description of the armored kilt itself, but I'd like to use this with one of my characters and am looking for some support of this in the rules.

When you add an armored kilt to a suit of light armor, the set counts as medium armor. Likewise, a kilt and medium armor counts as heavy armor. Adding an armored kilt to heavy armor has no effect.
this is out of the Adventurer's armory book.
So yes it is a +1 Armor Bonus and raises the Armor Type by 1 step

If you look at the Armor Table it actually Says +1
This like a shield the description specifically states that you add it to the armor. So you would look at it like a shield only it is an armor enhancer.
So effectively you could enchant the hell out of and it adds onto the armor... Based on the description.
It would fall under the Ultimate Combat Piece Mail Armor Rules I would think. If you needed a reference beyond it
