Well way before there was OGL.. Jubilex didn't get the molds, but Zuggtmoy (mother of Iuz) did.
When OGL came along they went and made some of the demon lords OGL, but possibly not others.. this is likely what you are seeing here.. (but that's in the eye of the B.. )
