Just making sure here. An evangelist casts suggestion spontaneously, and has persistent as a metamagic feat. he can apply that to the spell on the fly. Does this make it a full-round action just like a sorcerer? just double-checking.

Yes.

In addition, you can apply quicken to a full-round spell to make it a swift one, and there are a few feats that can eliminate the lengthening of the spell for specific spells, such as spontaneous metafocus
