Rapid shot, double-barreled pistols, and Powder Burns

Rules Questions

My first question is, does the Rapid Shot feat work with a double-barreled pistol if you can reload as a free action? If so, would you get 4 attacks or only 3 (reloading both barrels as free as opposed to shooting both barrels and only reloading one).

Secondly, with the Gulch Gunner's Powder Burns deed, can you spend grit on every shot to apply fire damage? If so, does that mean they have to make multiple reflex saves to avoid catching fire? Also, does the damage from being on fire happen immediately or on the victim's turn?

1) shooting both barrels of a doubled barreled pistol is one attack with two hit rolls (and potentially two damage rolls). If you get one attack (two hit rolls) base and one attack (two hit rolls) from rapid shot you make two attacks, 4 hit rolls and up to 4 damage rolls. Unless a GM has imposed a limit on free action reloading, you can reload both barrels and fire them both on each attack.

2) yes, a gulch gunner can apply powder burns to each successful hit. There is a reflex save for each application of powder burns and failing the save results in taking 1d6 damage immediately. Once they are on fire, they take 1d6 damage each round they remain on fire (see Catching on Fire.) I would rule that no matter how many times a gulch gunner successfully applies powder burns (defender fails saves) the defender only catches on fire once, but multiple applications of powder burns in a round result in multiple reflex saves to avoid 1d6 initial damage.

-----
on considering the fact that you mention a double pistol in the first question, I should clarify the second answer. powder burns should only be applied once if both of the two hit rolls for an attack are successful. I was thinking of spending the grit before the attack instead of after seeing if the attack was successful.
