An enormous amount depends on the tactical situation (for instance, the foe's mobility), but generally:
1) put barriers in his way. Wall spells, pit spells, close doors, surround him with a bunch of meatshields (even if he tries running through them he provokes attacks of opportunity). Illusions can make him _think_ he doesn't have anywhere to run to.
2) trip or grapple him to slow him down. This won't actually make him cower, but while he's panicking there's not much he can do to fight back.
3) let him go and finish off the other foes
