Admittedly not what one expects when they see the spiked chain. He isn't exactly geared towards scourging the wicked or being a Vildeis-like martyr figure or particularly kinky don't look at me you were all thinking it.
There's very little actually known about him. He honestly comes across like a less conservative Erastil. If Erastil were Robert De Niro in Meet the Parents, Hembad would probably be Dustin Hoffman.

I'm assuming the spiked chain's more the "representative of the ties between us" type schtick, then. So a hypothetical PC follower could wield one in defense of kismet connections and such. But I more see it as a physical representation of his interests. Also prolly looks cool when swung around in ritual dances.
