Does energy resistance "stack" when an attack is made of two different energy types? For instance plasma is fire/electricity. If someone has fire resist 10 and electric resist 10 do they effectively have plasma resist 20? I know it probably does work that way but strikes me as weird so I figured why not ask.

No...that's not what plasma is, but lets leave the science out of this, (especially the bad science). Now if you are hit with an attack that combines fire and electricity you do get an effective 20 resist on it as each resist will take 10 out of the appropriate component of the damage.

After checking that entry, plasma damage is neither electricity,nor fire, so neither resistances help at all. I made this determination after noting that the creatures does have other attacks which are specifically noted as fire.

Plasma Weapons: These weapons emit bursts of superheated, electrically charged gas known as plasma. A plasma weapon’s attacks resolve as touch attacks. Half the damage dealt by plasma is fire damage, and half is electricity damage.

That's the key bit there. Don't think of it as plasma resist 20 because you are dealing with multiple damage types. If you have multiple resists, and an attack that does multiple damage types, calculate the damage and resists separately.
Eg. Not an exact analog because it involves physical damage, but let's take Ice Storm. Inflicts 3D6 bludgeoning and 2D6 cold.
If you have DR 3/- and ER 50/Cold.... Reduce the bludgeoning damage by 3 and the reduce the cold by 50 (completely negating all of it). You don't reduce the overall damage by 53.
