Two-weapon warrior, perfect balance, one handed weapons

Rules Questions

Does perfect balance not help you if you're wielding a one handed weapon as a light weapon as allowed by improved balance? Seems silly it doesn't improve the attack at all. But that seems to be what it says.

That does indeed seem to be what it says. I would have assumed perfect balance would grant the penalty-reduction otherwise gained by improved balance, for those who fight with a one-handed weapon as a light weapon.

The benefit of being able to wield two one-handed weapons that share Weapon Focus, Specialization, etc. apparently balances it out. But it isn't the only ability that is, mechanically, mutually exclusive with some other ability on the same class/arch. Look at Jotungrip/Massive Weapons. They can't be used together in any fashion.
