I'm playing kingmaker and I've been assigned the spymaster role. I'm planning on taking leadership and get a cohort to help me with my task.
1) I'm looking at making my cohort a master spy (the PRC). What's the best way to optimize this? Race/class/items/etc. Keeping in mind it's a cohort and not a PC.
2) is there a better way to accomplish my goal without the master spy PRC? A diviner wizard or something?

I would suppose the optimization would depend on what tasks you actually plan on having the cohort carry out. The two obvious courses are to have them be a specialized agent to gather intelligence directly, or to have them manage the intelligence that you and other agents acquire.
Since the former is more basic class optimization, and the latter detailed social skill optimization, they have rather different focuses.

I've actually decided to go an entirely different route.
Either: reincarnated Druid/shadow dancer. Fetching race probably.
Hips, shadow jumping, racial teleporting powers, Druid companion that can also gather intel (probably a raven or something) awakened animal/shadow companion network, shadow. Effectively immortal. Can go on "suicide" missions without truly dying.
Might swap Druid levels for Magus or ranger. I need to play with the builds and see what I like. I'm open to suggestions.
Or:
Clone master/internal alchemist.
Simulacrum network, plus can eventually create and possess simulacrum. He'd be able to near instantly get information from any number if global locations. Just jump into different bodies. Also effectively immortal after level 10.

I defiantly plan on making a simulacrum network blood money makes it a lot more feasible. I might even get the spell early off the summoner spell list. But we could even cast simulacrum lesser right now. It is a 4th level spell and it lasts an hour per level and the house-rules for this game are that hour per level spells last a day per level.

I think a level 6 NPC could qualify for the PRC, if you look at it from an RAI perspective. I think there was an error in the pre-reqs for the class, as it lists Bluff and Disguise as requiring +7, but other pre-req skills as +5. It is likely that whoever wrote the class was adding the +2 bonus to Bluff and Disguise from the Deceitful to the pre-reqs. Also, most PrCs are meant to be taken after 5 levels of a regular class.

The alchemist version has no time limit as it is a creature and not a spell effect. ;-) Though it has no specific loyalty to the creator.
