Lamashtu's plans for the Lost Coast are still secret. You've encountered a super-deep easter egg that I put into the adventure to foreshadow some stuff I've got planned for the Lost Coast in an upcoming product... a product that's still quite a ways off.
For now, though, think of it only as the ominous storm clouds on the horizon...

That kinda stinks -- when I see those kinds of lines in and adventure or setting guide I assume it's for DMs to use as launching pads for their own ideas in their own games.
Of course, when we do get Paizo's Lamashtu Campaign or Adventure we, who have already done some Lamashtu stuff, can just say, "Well, in addition to the stuff I made for our campaign, Lamashtu was also planning the stuff that Jacobs just published" and it'll all work out.

GMs are certainly welcome to use throw-away lines like that as launching pads for their own ideas in their own games, but when you get right down to it, Golarion is a published campaign and it's a living world. There's actually a LOT of foreshadowing in these products that point to numerous possible ideas for adventures and supplements and campaigns we may or may not ever do.
ANY bit of lore or information we put into print is subject to possible development by us into a future book or adventure—we aren't specifically setting aside any portion of Golarion as a "GM Preserve" where we promise to never detail anything—that more or less flies in the face of Paizo's philosophy that we're building Golarion not only as a world for harried GMs to adopt for their own campaigns, but as a world for us to use as a backdrop to continue releasing adventure paths, campaign supplements, novels, and other products.
If you happen to be the type of GM who likes to develop worlds and campaign settings, and you want to use a published setting, one of the things you just have to come to peace with is the fact that, eventually, something you develop for your home game is going to be developed in a different way in print. This exact thing happened to me with Greyhawk's Doomgrinder, as an example—I had the Doomgrinder set up as a sort of "armageddon clock" with a key-shaped dungeon below it that the PCs were eventually going to have to explore at the end of a Greyhawk game I was running in order to keep Tharizdun from escaping, but then WotC went and published the adventure "The Doomgrinder" and took the creepy windmill in an ENTIRELY different direction.
Happens to every GM eventually, in other words! :)

Actually, with the Cthulu elements that are hidden in the background, calling Golarion a "living" world might be a small exaggeration.
