Grappling Monk Build 8 to 12 level

I am looking for an NPC Monk that can grapple around level 8 to 12. Can anyone point me to one?

I believe that there is a tetori monk in the The Ruby Phoenix Tournament.

Here's a goblin grappling monk I've made in bare bones format for lvl 5. For advancement you would want of course Greater Grapple. My original intention was for him to hog-tie people he grapples before moving on to the next one. If that sounds fun, you'll want the Equipment Trick feat as well.
