Restricted builds in PFS event

I'm going to a small Con today. One of the PFS Events being held is First Steps, part I. The GM has restricted the builds to CRB only and a 15pt build. Is that legal?

I know I can do a rebuild anytime before 2nd level but it seems unfair.

Unless he's just running the scenario and not actually reporting it for credit, then it is not allowed.


Clarify with him to see if he's intending to run it with credit or not. He can still technically run it for fun, but with those restrictions, there will be no credits handed out. Or they're shouldn't be, because that's not PFs legal.

Since you are mentioning that this is a small convention (Public Venue) the GM may not change a single thing about how PFS is run if the table is actually playing PFS instead of just using the scenario in a non-PFS game.

If it were PFS he was hosting from home, he could set some of these restrictions (Core Rulebook only, you must all be the same faction), based on the idea that anyone who does not agree will simply be uninvited. However, 15-point buy is strictly a no-go for PFS play.

Even then I am not sure this would be kosher for PFS. Core only = no traits = not a legal PFS character I believe.

You're correct in that. All PFS characters are entitled to two traits. However, restrictions on character creation based on books allowed is not something PFS leadership has any control over in a non-convention setting.

He cannot, and you may want to provide details here so that the Campaign Coordinator can follow up with the convention.

If it's not for credit, and he's just using the adventure, then he's okay to do it.

Personally, I wouldn't confront him aggressively about it or complain to him directly, though. Pointing out that he's breaking the rules may result in him storming off in a huff and not GMing for anyone. Here's what I would do:

1) Politely ask him if this event is for PFS credit.

2) If yes, politely point out that the PFS Campaign rules state 20 pt. buy and things are legal as long as you have the sources with you. Bonus points for having a printed copy of the GtOP when you do so.

3) If he stands his ground, then walk away. Report the problem to the convention organizers, but make it clear when you do so that you're not complaining because you want them to make the GM take you as a player with your 'deemed-illegal' character. (At this point, you probably don't want to play at that GMs table anyway.) Just clarify that it's inappropriate to advertise an event as a PFS event if the rules of the PFS Campaign are not going to be followed, as that's the exact opposite of what an Organized Play campaign is intended to be.

4) Send Mike Brock an email (mike.brock@paizo.com), or alternatively the local Venture-Officer, and let them know about your experience. Include whether or not the convention organizers seemed receptive to your feedback.

In short: try briefly to fix the problem, but don't get into a shouting match over it. Life's too short.

Turns out that it was a typo on the website. They played the correct 20pt builds.

He cannot impose any restrictions outside of PFS restrictions for the game in question. Whether or not he can impose book restrictions at a home game, I am not aware of such rules. But that's a home game. This is a con game. He can't impose those rules and the game still be PFS legal.
