1)In the core rule book under estimating the price of items under "spell effect, use-activated or continuous" they use the example of lantern of revealing
the price for that type of item is caster level x spell level x 2000 but it is modified by the duration of the spell.....it looks like they never modified the price according to duration for lantern of revealing and it makes me feel like i am missing something....am i not understanding something?
2)There's a section on adding new abilities to items, so assuming i had the money could i create a Belt of dex +2....then later add the ability of a lantern of invisibility, and then later make it let the wearer use dimension door 3/day?

Custom magic item creation uses the formula as a starting point. After that it is modified. (See Ring of Invisibility)
In the case of Lantern of Revealing you have two possibilities:
A) They made an error.
B) They reduced it intentionally.
Your guess is as good as mine as to which possibility is the case here.
Regarding adding new abilities to items. That is really intended for items of the same slot. However, technically, if the GM allowed it, yes, you could do so. Note, I wouldn't let you combine those three abilities.
All custom item creation is up to the GM (well, more so than normal things being up to the GM). Expect a No as the starting point in any discussion about custom item creation and you won't be disappointed. :)
