Touching an opponent with a weapon

Is there precedent (or, conversely, prohibition) for "touching" an opponent with a weapon? For example, say I have a longsword and I just want to tap an opponent on the shoulder with it without doing damage. Would that qualify as a touch attack using said weapon? Furthermore, if I have a weapon with, say, the flaming, freezing, or electric enhancement, would touching them with the weapon deliver the bonus energy damage? Lastly, if I'm a Magus, can I use a weapon to administer a touch attack so that I deliver my spell without dealing the weapon damage and still targeting touch AC (ie. deliver a touch spell using a reach weapon and still target touch AC at expense of weapon damage). If so, would the spell still crit on the weapon's crit chance or would it default to normal spell crit rules since I'm not really dealing damage with the weapon?
