can you buy magical items that glow as per the normal rules?

Never actually thought about that. The Core Rulebook does say in the magic item section that 30% of magic weapons glow as if under the effect of a permanent light spell. On the other hand, the creator of the item has to choose whether or not the item glows according to the magic item creation section. According to the PFS Guide to Organized Play, nothing in the magic item creation section is legal for play. This presents a weird situation. Absent any official ruling I would say it's one of those things that is left up to the GM. It's only a light spell so I doubt many people will find it too game breakingly powerful to let you have it. Just ask your GM before the game if he will allow it and crack a sunrod if he doesn't.

Yes. When you get a magical weapon you choose whether it glows or not. Of course, you can't change your mind later on if you find it inconvenient.

Also note that if you are trying to be sneaky or stealthy, and your magic weapon glows, you are probably going in unarmed or with your backup weapon ready.

Or you get the other players upset, since you are giving a penalty, at least, to any stealth checks.

Or, realistically, you're choosing to draw your weapon at the beginning of the battle.

I actually think that you would be giving a penalty to your stealth checks... other persons wouldn't suffer the same penalty, in fact might gain an advantage. Having played a rogue that sniped from the shadows provided by my parties lights (low light vision has it's advantages... a sunrod gives 60 foot of normal light and 60 foot of dim light for an elf...)
