Grayhawk Setting, geography question

In the next campaign, I'm going to play with a witch,with her background based in an exiled child from a country where magic is frowned upon.
Anyone knows any place in grayhawk world like that?

Nothing strongly leaps to mind, but the Theocracy of Pale seems like a viable location, as it is run by a rather intolerant group of clerics and monks via an eclesiatical government.

The Pale would be a good choice. Any of the Scarlet Brotherhood lands if she is non-suel.

The witch will be the daughter of some noble family of Atherstone, a city of the duchy of Tenh occupied by The Pale.
The apparition of a child(10-12 years) developing an innate magical powers, would trouble the family, so they fake her death and exiliate from the country.
