My PFS lieutenant says that he doesn't think it does, but the DM says yes. However he is going off the ruling from higher until better evidence says otherwise.
I presented the RAW and spell discription and got shot down. Normally it's not a huge issue, but I chose alter self as a part of my character strategy.

Untyped bonus to strenght is nifty! Comes with the chance to look like someone very good looking or important too. The spell however doesn't specify that you have to have changed forms, just that if your form is medium you get a +2 strength and a +2 dex if your small. A friend of mine does something cheesy and uses his assimar to transform into himself and fluffs it as "his ideal self, exactly like his oldself". Still gets a +2.

Except you can't turn into yourself, or any other specific individual.
Unless otherwise noted, polymorph spells cannot be used to change into specific individuals. Although many of the fine details can be controlled, your appearance is always that of a generic member of that creature's type. Polymorph spells cannot be used to assume the form of a creature with a template or an advanced version of a creature.
He could turn into a generic aasimar, but he can't look like himself, as he is a specific individual.
A tiny creature still only gains +2 strength, and so does a medium creature.

If a polymorph spell is cast on a creature that is smaller than Small or larger than Medium, first adjust its ability scores to one of these two sizes using the following table before applying the bonuses granted by the polymorph spell.
When using any polymorph spell, a tiny creature gets +4 strength and -2 dexterity. And then the spell effects are applied. That is true of all spells with the [Polymorph] tag.

Forgot about that part.
Still, medium PC gets the +2 to strength.
