Are their "MacGyver / Tinkerer rules or feats?

I couldn't find any rules or feats for my player whose want to have skills/feats based on the MacGyver type TV show character. He wants to be able to slightly modify armor/weapons to have new minor abilities. Alter coat with extra pockets to pull potions, he recently learned how to make animal pelts into cold weather gear as an example (gave skill sewing with +2 to skill).

Any place in paizo or even in 3rd party material I can find rules/feats/skills for this?

Craft rules are general enough to have them be used for such things. Just set DCs to modify existing items using the appropriate craft skill, with severe failures potentially ruining the item. You could even make up a feat, like Jury Rig, that allows the user to use any craft skill untrained to repair or modify existing items without normal tools, but having some drawback, like reduced durability.

Grand Lodge

Wizard, with the False Focus feat, and the Fabricate spell.

Now, make this a Halfling(or Human/Scion of Humanity Aasimar with the Racial Heritage feat) and give him the Well-Prepared feat.

I just had a player ask me this.

I'm setting him up with a grenadier alchemist focused on explosive missile attacks. The alchemical weapon ability stacks with the explosive missile ability to let him slightly change his weapons for a wide variety of effects.
