Soooooo, could I Magical Lineage and Spell Perfection a 1st level spell to memorize it as a cantrip with only 1 metamagic applied?
You can not lower a spell's level to less than it's base level.
Even if you could, making a first level spell into a zero level spell does not make it into a cantrip that you can cast at will.
