Well, yes and no.
The text you link is specifically for material in the Advanced Race Guide, and it has been stated that future material will have similar restrictions.
Material from earlier books do NOT have this restriction, so half-breeds WOULD qualify for those as normal.
Also, just for those who missed the fact that this is posted in the Pathfinder Society forums: this is a PFS-specific restriction. In standard RAW, half-breeds count as both of their parent's races for all effects, including feats; note that this doesn't mean they count as having their parent's racial traits. A half-elf, for example, is a humanoid with the elf and human subtypes (there is no "half-elf" subtype), so would count as both an elf and a human.

The only way to qualify for a feat for a race other than your own is to take Racial Heritage. Though again, even if you do, PFS restrictions still prevent you from using cross-race material from the ARG and other recent books.

Elf Blood: Half-elves count as both elves and humans for any effect related to race.
Orc Blood: Half-orcs count as both humans and orcs for any effect related to race.
Benefit: Choose another humanoid race. You count as both human and that race for any effects related to race. For example, if you choose dwarf, you are considered both a human and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.
All three of those say the same thing: you count as that race for any effect related to race. Racial Heritage then goes on to clarify that effects includes traits and feats. Since they all use the same language, word for word, the same rules apply to both.
Bottom line: "effects" include prerequisites for things like traits and feats, and by extension, archetypes.

It's been clarified that anything from the Advanced Race Guide on isn't available through those avenues.
Again, correct, not only am I not contesting that, I'm actually supporting that statement; the Additional Resources page is quite clear on that.
The OP's question wasn't specifically target at the ARG, though (although I don't know any other place with race-specific archetypes), so the answer to his question is: yes, but only if they don't come from the ARG or later books.
For example, Racial Heritage is from the Advanced Player's Guide, and has the prerequisite "human". Since the ARG-style restrictions don't apply to the APG, half-elves and half-orcs can take it.
