Well, Jacob, I've just read through the magic item's description and I agree that the ruling seems a little vague. It indicates that you activate the ring and activating a magic item is a standard action that does not provoke attacks of opportunity.
Here you have the unusual situation that the activation takes as long as the original spell casting time, with a minimum of 1 standard action, so it might take a full-round action or 1 round. But I don't think that changes the situation.
I'd call it a magic item and activating it does not provoke AOOs. Perhaps someone else has errata on it?
