The main build advice for any character in this AP is to have skills like swim, climb, profession (Sailor), etc. As for actual combat abilities, just make sure you can do something underwater and in cramped conditions and you're golden.
As for basic Monk building advice.. I can't really help ye there :(

You probably want to get the Hamatulatsu feat eventually so you're not worrying about underwater penalties while attacking. Eventually buy a wand of Enhance Water so you can just fill your mouth with sea water and gain some Ki. Check out Qinggong Monk for switching some abilities with more useful stuff and Style Feats for more flavor.

This is a monk I built in HeroLab for a friend playing in our S&S game when we started last year. Since he's pretty low level, he's a pretty good base for a monk in this campaign. His background is a little different, but it should be easy to include a Drunken Master Element to it. (In this player's case, he was basically Shepard Book from FireFly.)

This stoic and thoughtful ship's carpenter is really a wandering monk, seeking enlightenment.
Several years ago, while a passenger aboard a pirate captured vessel, Xian (pronounced like John) saw a chance to learn more of the world while healing those he could with his skills.
The fact that he could swing a hammer as well as provide basic healing endeared him to the pirates, and his martial talents earned him the nickname "Fisticuffs Jon."
Since then Xian has been further than he thought he ever would and learned he has much further to go.
