Upgrading Specific Magic Items, Update?

Been searching the forums to see if there are carification for upgrading specific magic weapons, and have found that for the most part it seems to be up to DM fiat whether or not you can do it.

However, I still have 2 questions:
1-If you were to do it, how would you? Would you try to rebuild the weapon and itemize the cost of the spefic effect and go from there?

2-Now, has there been any additional clarification on the matter? I do recall SKR doing an FAQ that I can't seem to find... Does it in any way affect specific items?

For some things, it's easy. For some enchantments, it's easy.

For other things, it's hard, or otherwise impossible to determine the base formula, making the price to upgrade basically up to DM fiat.


Seeing somebody break down the rhino-hide armor's enchantment for +2d6 damage on a charge for just 1,000 gold really burned me out on this idea, especially for pouncing creatures.

At that price I'd buy it for a wizard.

Let's use the Rhino-Hide as an example:

You could add things like Glamered, Shadow, or Expeditious enchantment, without any trouble.
