necromancer channel energy?!

The Exchange

So I ran a fight against a necromancer yesterday and he used channel energy for a great effect. However after the fight one of the players pointed out to me that he thinks the necromancer (by that I mean a wizard specializing in necromancy, not anything like a 3rd party class or anything) can only expand his channel energy with his extra feat (command undead or turn undead), not in the same way a cleric can do so (that is the energy burst that hrams living creatures or heals undead). Is my player correct?
