I've got a level 8 Rogue with the Two-Weapon Fighting feat and Improved Two-Weapon Feint feat. His BAB is +6/+1. If he feints with the primary weapon and wins his Bluff check is he allowed the Sneak Attack with his offhand weapon and the second primary attack or just the single offhand weapon attack?

So "you can forgo your first primary-hand melee attack" to feint.
Your full attack line, including only BAB and TWF penalty is:
+4 primary
+4 offhand
-1 primary
You can give up the first one to feint, to instead do:
feint
+4 offhand
-1 primary
So I think the answer is the first option you gave - If he feints and wins his Bluff check he attacks with both his offhand weapon and the second primary attack against a target denied its DEX bonus to AC.

Unfortunately the answer is not at all. Feinting is a standard action. That means that he has to do it in stead of attacking for that turn. Then next turn he can take his full attack with the opponent considered flatfooted for every hit (and thus get sneak attack damage).
If he has/gets Combat Expertise -> Improved Feint, then feinting is considered a move action. Since you can only attack once with one weapon as a standard action, that's all he can attack with while feinting if he has that feat.

Brutedude: He specified that he has the Two-Weapon Feint feat. That feat allows you to feint during a two-weapon full-attack by losing the first primary-hand attack.
Since he has the Improved version of the feat, both of his two remaining attacks will be sneak attacks, since the loss of Dex to AC lasts until the end of his turn.

Feint: You can use Bluff to feint in combat, causing your opponent to be denied his Dexterity bonus to his AC against your next attack.
If successful, the next melee attack you make against the target does not allow him to use his Dexterity bonus to AC (if any). This attack must be made on or before your next turn.
The enemy is only flatfooted against you offhand attack because this is your next attack after TWFeint.

Improved Two-Weapon Feint, which the OP said the character has, specifically says it makes the opponent lose DEX to AC until the end of the turn. Which means for ALL of his additional attacks, not just the one granted by the regular Two-Weapon Feint feat.
