Weapon Sheath on a Mount / Saddle

I'm trying to help a player make a low strength build viable.

Is there any reason she couldn't put a weapon sheath on her mount like a saddle ring so she could jump on her mount and draw a sword but not have to carry it around on foot?

How's that going to help? You still are carrying the weapon when you're in combat. And you're not getting your mount inside a dungeon if you are most characters.

She's a small character so the mount is medium, or I would have recommended against a plan involving a mount.

Going from light to medium encumbrance loses it's sting when you use the mount's speed instead of your own. Ride checks still take a hit. The concept is running to her mount with light encumbrance then drawing a weapon that would dump her into medium.
