Grappling bolt attack? (ala Star Wars)

Essentially, I want to play a cavalier and use a crossbow, or bow and arrow with a grappling arrow/bolt.
Using the embedded arrow I want to know is it feasible to drag, entangle, ect a foe who has taken an arrow with rope attached to their body?

Used as a weapon, I suppose it would work like a Grappling Hook.

To the op. I envision an arrow with spring loaded barbs that are say 3 inchs long that open after going threw or into a body. Hire a gnome to buld them for ya.
