Under the in corporeal subtype on pg 312 of the bestiary it says

Ghost Rager:
crit or precision-hit an incorporeal undead? They both ignore any damage penalties, hitting them normally (with nearly the exact same wording), and the incorporeal subtype was written this way before there was any alternative means of ignoring the damage penalty.
