Here is a direct quote from a spell.
The spell can be centered on a creature, and the effect then radiates from the creature and moves as it moves. An unwilling creature can attempt a Will save to negate the spell and can use Spell Resistance, if any.
So, I'm a summoner and I call forth some eagles and I want to cast this spell on one of them so that it is the center of an Area of Effect and I can control that center.
Does the critter get a save when I attempt to cast it? IE is the creature assumed to be wiling or unwilling when summoned?

You control the creature.
If you can communicate with the creature, you can direct it not to attack, to attack particular enemies, or to perform other actions.
If you tell the beastie to let you cast it, it will. Otherwise it's a little grey. I'd say that if the creature can tell it's you casting the spell, it wouldn't save.
