Yes.
Also, the Tax edicts are a very poor tradeoff as written. You should just leave them as 'none'. Even changing the +economy to +BP wouldn't be an unreasonable tradeoff.

Without giving away specifics, I can say that I certainly tried to make all of the edicts (taxation included) much more relevant and impactful in the upcoming Ultimate Campaign revised and expanded kingdom rules.
Wow. Now I'm really excited about it.
And maybe I'll have to do my whol translation again...

I renamed the 'Taxation Edict' to 'Taxation Enforcement Edict' and explained it represented the number & vigour of your agents - tax collectors, auditors, customs agents and the like. So 'None' translated to 'we assume the people will honestly self-report and remit their taxes' whereas 'Overwhelming' was 'a Customs House on every backwater and dirt track in the Kingdom, audits of every merchant every year, and uniformed tax collectors performing spot-checks all over the marketplace.'
