How often can witch's use hex's? Maybe I am blind but I don't see anything about uses per day.

The great thing about the witch is that there is no 'uses per day', apart from what the individual hex mention.
So you can throw those evil eye, slumber and misfortune around as often as you want.
The hexes dont have uses per day but they have uses per target. Most hexes have something like "Once a creature has benefited from the fortune hex, it cannot benefit from it again for 24 hours." in their description.
