Competency bonuses and luck bonuses

Can competency and luck bonuses be added to an item? And which book can I find the rules for these in?


Would sorcerer be considered a favored class for an elf or just wizard and ranger?

Any race can take any favored class. It's usually the class you take at first level, but does not have to be.

The base of +1 hit point or +1 skill point boon for taking a level in your favored class is available to any race. The alternative boon you can choose for taking a level in your favored class can vary by race, however.

As to the original question, most non-magic items (tools) provide a circumstance bonus. To provide a luck bonus would have to be a custom magic item. The rules for creating those are more guidelines than hard rules and are completely subject to GM say-so.

For a weapon example, there's the [url=http://www.d20pfsrd.com/magic-items/magic-weapons/specific-magic-weapons/luck-blade]Luck Blade. +2 enhancement bonus to hit and damage, and a +1 luck bonus to saving throws.
