Dumb question on Attacks

If I am reading this correctly it says that this guy does 4 attacks per full attack round? 2 with the right and 2 with the left? If not what is the +10/+5 after the morning star and the +9/+4 after the MW shortsword?

Not quite. His Bab is +6 meaning he gets 2 iterative attacks; one at +6 and another at +1. His attack bonus is +4 from strength, +1 on the shortsword because of Masterwork, and +2 on the morningstar because of Enhancement. So his iterative attacks with the sword are at a base of +11/+6 and with the morningstar are +12/+7. Now using two-handed fighting, he can get one extra attack from his off-hand. If his off-hand is the sword (a light weapon), then he attacks at -2 on all hits. If it's the morningstar (not a light weapon), then -4. So he could do the following (off-hand in italics):
Star +10/Sword +9/Star +5
Star +10/Sword +9/Sword +4
Sword +7/Star +8/Sword +2
Sword +7/Star +8/Star +3

Thank You I appreciate the clarification.

I'm not sure if there is information missing from his listed feats. I see he has the two-weapon combat style (from classes in Ranger), but I see no actual two-weapon fighting or improved two-weapon fighting feats listed.

Presuming he only has two-weapon fighting, Kazaan's lists are correct (with the stat block implying a preference for Star +10/Sword +9/Star +5 or Star +10/Sword +9/Sword +4). If he does have both TWF and ITWF, his attack chain is exactly what it says in the stat block (Star +10/Sword +9/Star +5/Sword +4).

Shoot, I glanced at two-weapon combat but scumbag brain told me "Yeah, that's two-weapon fighting." In that case, yes, what I wrote only applies if he actually has the two-weapon fighting feat. If he has both twf and improved twf, then it's as Dust said. If he has neither feat, then the twf penalty for main/offhand is -8/-4 if he uses the sword off-hand and -10/-6 if he uses the star off-hand.
