Does this 'one item per day' rule apply to making L1 potions and scrolls?

What makes this confusing for me is the next sentence "Regardless of the time needed for construction, a caster can create no more than one magical item per day. This only applies to things that cost more than 1,000 gp. With this rule you could make a 2,000 gp item in 1 day. It has no relevance to items costing 1,000 or less.
