Yes, it is quite tragic for us Strix players. I'm playing a Strix Savage Skald Bard in my boyfriend's Stone Age campaign and I'm currently stuck using a harpy.
I was thinking about ordering this since the pose looks pretty cool, and just... painting over the toplessness to make it look like she's wearing clothes.

I take it this is in a setting that's different enough from Golarion that her strix would not be set upon on sight?
I don't see why a GM would allow his girlfriend to play a race that would be killed on sight without telling her beforehand, so I'm going to assume yes, he has homebrewed them not to be hated.

Not the best option unless everyone else is down with it but it is a option none the less.
Consider having everyone use artwork from Magic: the Gathering. Then print out the pics and cut out the relative part of the picture to use as a mini.

I saw someone do this on the 3.5 Private Sanctuary/Know Direction podcast forums. Looked good to me. You can also just use the whole almost square of a Magic card art for Large size minis.

Wow, what crap. Did you notice the base is wider than 1 inch? I would figure if you're going to market that for rpg play, you'd stick to an inch base for your prototype.

If you order from Reaper you can usually order wings separately. When I needed a Strix I just looked for figures that didn't have a bunch of crap on their backs. A little work trimming down some pieces, a little "green stuff" to fill in gaps and the character works pretty well.
If you're willing to spend a bit of cash though, I second the Dark Sword minis. They've got some cool looking winged characters.
I'd also caution you that it may be best to use a token in actual combat. Even when other players are being careful, wings tend to be rather fragile and fall off pretty often.

Maybe you read that differently than I do?
He lines up a couple up on a 1" gaming grid in the video and the bases were 1-1/4" wide. That's why he's not putting them side by side, he's hiding how large the bases are. Now maybe the finished product will be different than what he demoed in the video, but whatever.
OP: Also consider searching for "Harpies" .. might find something appropriate that way.

Fortunately or unfortunately depending on your point of view, a lot of the figures I found when I ran a search at Reaper for "female, wings" were often topless and prominently boobacious (even the one I linked to has a rather... ventilated top). While pleasing to look at, perhaps not the best or at least most practical choice for a warrior PC. Reaper--and most other mini companies--tends to do that with its exotic and especially "demonic" looking female minis, I've noticed, as if all female demonic-esque creatures were descended from succubi. While I know there is a market for stuff like that (I am quite in favor of boobies myself), it makes it hard to look for figures that I think most people would feel was appropriate for an adventurer-type character. For once I'd love to see a dowdy looking chick covered head to foot (practical cardigan optional) with some horns or a tail or something, just for a change of pace. All the demon-gals can't compete with Sophie after all.
Reaper DOES have practical-looking female PC types, but not generally those you could use for unusual races like strix or tieflings.
And that said, if you are comfortable with the green stuff, you could always sculpt armor onto them, I guess. Sometimes I like to get the scantily clad figures for a PC project because it's easier to sculpt onto something bare than have to remove unwanted features and then add something else.
And as others have noted, if you are also comfortable with doing some degree of conversion, you could always buy a wing pack (each word is a different link) and glue an appropriate pair to an appropriate female barbarian miniature (like, as an example, this one, where the back is fairly clear). You can use a little greenstuff to make it look more "organic" as needed.

The campaign is taking place in forest country. Not much civilization to contend with. But she is aware that her people don't like humans and humans don't care for her people.

I'm really looking for something similar to the Iomedaean priestess artwork from the beginning of one of the Kingmaker fiction pieces(practical leggings, coif but no veil), but that combined with the tief features probably means I need to just break down and get some minis to cut up and reassemble.
Keeping the Sisters of Sigmar in mind though!

Do they really have to have those features? All tieflings look different--not even horns or tail are required. Some look almost completely human but for one thing out of place. I understand wanting your character to look the way they look, but something to think about. :)
That said, yeah, if you want those, you're either going to need a model where the legs are covered, or buy a satyr mini and use that for conversion.
I will also stop derailing now. I like brainstorming this kind of stuff.
